No. 314/13ill No. 53 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 9:30 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 53, reports as follows: <br /> Bill No. 53, submitted by Mayor Mitchell D. Roth dated June 17, 2021, to amend Section 25-8-3 <br /> (North Kona District Zone Map), Article 8, Chapter 25 (Zoning) of the Hawaii County Code <br /> 1983 (2016 Edition, As Amended), by changing the District Classification from Agricultural— <br /> One Acre (A-la) and Agricultural—Five Acres (A-5a)to Single Family Residential—22,000 <br /> square feet(RS-22) at Kalaoa 5th, North Kona, Hawaii, covered by Tax Map Key: 7-3-005:015. <br /> Area: approx. 3.992 Acres. The applicants are Timothy Joseph Ward and Kay Lynn Ward. The <br /> Leeward Planning Commission forwards its favorable recommendation for this change of zone, <br /> which would allow the Applicant to subdivide the property into six buildable lots with a <br /> minimum of 22,000 square feet for each lot. The property is located at 73-4350 Hawaii Belt <br /> Road, South of its intersection with Kaiminani Drive. <br /> Bill No. 53 was postponed during the July 20, 2021, Planning Committee meeting so Committee <br /> Member Holeka Inaba could have further discussions with the applicant. Committee Member <br /> Inaba questioned whether the applicants were informed on the current housing situation in <br /> Hawaii County and wanted further clarity on what they considered "affordable." <br /> Committee Member Tim Richards highlighted that Hawaii County is in dire need of more <br /> housing, and thanked Committee Member Inaba for extending the offer to continue <br /> conversations with the applicants. <br /> During the August 3, 2021 committee meeting, the applicant's representative, John Pipan, was <br /> present in the Hilo Chambers to speak on their behalf. The applicant intends to rezone, <br /> consolidate, and subdivide the subject property into six lots and build six housing units and one <br /> `ohana dwelling unit. Council Member Inaba shared that the Wards did not attend either of the <br /> two meetings he had scheduled through Mr. Pipan, and therefore could not support this measure. <br /> Committee Member Inaba stated he did not wish to postpone the matter further, but there was <br /> still time for the applicants to reach out before first reading. <br /> The vote was then taken on the motion to move this measure to Council with an unfavorable <br /> recommendation and failed with 2 "ayes," 6 "noes," and Committee Member Matt Kaneali'i- <br /> Kleinfelder absent. <br /> PC Report No.: 26 <br />
