Then on March 11, 2020, the Council adopted Resolution No. 502- 20, to initiate proceedings to form an improvement district. Subsequently it was determined that a Community Facilities District would work best for this project. On July 7, 2021, the Council adopted Resolution No. 158-21 to authorize the initiation of proceedings for the District, the funding cost of the Improvements and incidental expenses, the levy of the Special Tax and the Issuance of bonds secured by the Special Tax. Attached for your consideration is a bill authorizing the formation of the CFD, designated as Hawaii County Community Facilities District No. 1-2021 (Kaloko Heights Project) and the levy of a Special Tax on properties within such district. a We respectfully request that a breach be authorized to submit this resolution after the August 18, 2021 submission deadline, and to waive it from the Finance Committee in order to be placed on the September 8, 2021 Council agenda.
