REQUEST: <br /> This is a request for a resolution to enter into an agreement with the U.S. Department of Agriculture for the <br /> purpose of receiving and administering a $225,000 grant under the Rural Placemaking Innovation Challenge <br /> to provide technical assistance and capacity building for community collaboration in implementing the <br /> Kilauea Recovery and Resilience Plan. Request to amend Ordinance 21-38, the Operating Budget for FY <br /> 2021-2022, to appropriate funds up to $225,000. <br /> In order to expedite the receipt of this grant we request to waive Finance Committee, and to have this <br /> resolution and appropriation ordinance placed on the October 6, 2021, Council Meeting agenda. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Administered by the U.S. Department of Agriculutre, the Rural Placemaking Innovation Challenge {RPIC} <br /> provides planning support, technical assistance, and training to encourage placemaking activities in rural <br /> communities.
