COUNTY OF HAWAIII STATE <br /> OF <br /> i <br /> SOLUTION NO. 233 21 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING A APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE EAST HAWAII <br /> CULTURAL COUNCIL FOR REIMBURSEMENT OF EXPENSES ASSOCIATED <br /> WITH THE INSTALLATION OF FENCING. <br /> WHEREAS, the East Hawaii Cultural Council (EHCC) is a 501(c)(3) nonprofit <br /> organization for the East Hawaii Cultural Center whose mission is to give voice to the cultural <br /> and artistic expressions of the diverse communities on Hawaii Island; and <br /> WHEREAS,providing a safe space to congregate and foster creative skills in the arts is <br /> critical to maintaining community character and lifting up local artists and youth in our creative <br /> industries; and <br /> WHEREAS, the East Hawaii Cultural Center has experienced an increasing number of <br /> security incidents on their premises, including serious injury to someone who stopped a break-in, <br /> theft of a substantial amount of art supplies, and disturbances by intruders during classes; and <br /> WHEREAS, EHCC is requesting a reimbursement of expenses associated with the <br /> installation of a fence to improve security and reduce the risks of theft and disturbances at the <br /> East Hawaii Cultural Center; and <br /> WHEREAS, the Department of Parks and Recreation works to provide a diversified <br /> recreation program that addresses the needs and interests of the respective communities in a safe <br /> environment with zero tolerance for illegal drugs and violence; and <br /> WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 4 will be appropriated to the Department of <br /> Parks and Recreation to provide a grant to the East Hawaii Cultural Council for reimbursement <br /> of expenses associated with the installation of fencing at the East Hawaii Cultural Center. <br /> BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br /> transfers/appropriates the following amount as set forth below: <br /> A <br />
