COUNTY OF HAWAI STATE OF HAWAII <br /> 9TF OF•N''� <br /> RESOLUTION NO. <br /> A RESOLUTION SUPPORTING ADDITION OF AN ITEM TITLED "AMENDING THE <br /> SUNSHINE LAW, PART I OF CHAPTER 92, HAWAII REVISED STATUTES,T <br /> ENHANCE THE CAPACITY OF COUNTY COUNCILS TO DEVELOP EFFECTIVE <br /> PUBLIC POLICY WHILE ASSURING TRANSPARENCY AND CITIZEN <br /> PARTICIPATION IN LOCAL GOVERNMENT" FOR INCLUSION IN THE 2022 <br /> HAWAII STATE ASSOCIATION OF COUNTIES LEGISLATIVE PACKAGE. <br /> WHEREAS, the County Council selected Council Member Heather Kimball as their <br /> representative, an officer of the State Association of Counties, who sits on the Executive <br /> Committee of the corporation; and <br /> WHEREAS, the bylaws of the State Association of Counties state: <br /> • The executive committee shall be the primary forum in the corporation for <br /> discussion, consultation, and formulation of policies and proposals on matters <br /> relating to the real property tax and intergovernmental relations and shall be the <br /> primary liaison between the corporation and State government. <br /> • The executive committee shall determine the strategy for the corporation's efforts <br /> before the State Legislature. <br /> • Prior to or during the annual State Legislative Session, the corporation may adopt <br /> and transmit legislative priorities to the Legislature for consideration; and <br /> WHEREAS, greater clarity in the language of Hawaii Revised Statutes "HRS" <br /> Chapter 92 will facilitate compliance with the law and provide Council Members with distinct <br /> boundaries with respect to violations; and <br /> WHEREAS, revisions to HRS Chapter 92 may improve the ability of Council Members <br /> to collaborate and develop high quality legislation; and <br /> WHEREAS, Council Member Kimball has been meeting with representatives from the <br /> Office of Information Practices, Council Members from the other Counties as well as the citizen <br /> groups, Common Cause Hawaii, League of Women Voters of Hawaii and the Civil Beat Law <br /> Center, to craft an amendment to the Sunshine Law that will allow county councils to develop <br /> effective public policy while assuring transparency and citizen participation in local government; <br /> now therefore, <br />
