i <br /> I <br /> i <br /> i <br /> COUNTY OF 6 +e e{ STATE OF F <br /> ,rg of•Npa+ <br /> SOLUTION NO. <br /> A RESOLUTION SUPPORTING ADDITION OF AN ITEM TITLED "DEVELOP AN <br /> INNOVATIVE APPROACH TO SECURE FUNDING FROM THE STATE OF HAWAII <br /> TO ADDRESS THE COUNTIES' WASTEWATER NEEDS" FOR INCLUSION IN THE <br /> 2022 HAWAII STATE ASSOCIATION OF COUNTIES LEGISLATIVE PACKAGE. <br /> WHEREAS,the County Council selected Council Member Heather Kimball as their <br /> representative, an officer of the State Association of Counties, who sits on the Executive <br /> Committee of the corporation; and <br /> WHEREAS,the bylaws of the State Association of Counties state: <br /> • The executive committee shall be the primary forum in the corporation for <br /> discussion, consultation, and formulation of policies and proposals on matters <br /> relating to the real property tax and intergovernmental relations and shall be the <br /> primary liaison between the corporation and State government. <br /> • The executive committee shall determine the strategy for the corporation's <br /> efforts before the State Legislature. <br /> • Prior to or during the annual State Legislative Session, the corporation may <br /> adopt and transmit legislative priorities to the Legislature for consideration; <br /> and <br /> WHEREAS, wastewater treatment is essential for the protection of our natural resources, <br /> for water reuse and to offset ground water usage for irrigation; and <br /> WHEREAS, the Department of Environmental Management estimates that Hawaii <br /> County needs one billion dollars for current facilities improvement and another one billion <br /> dollars for cesspool conversion; and <br /> WHEREAS, Council Member Kimball has been meeting with public and private <br /> stakeholders to plan for new ways to fund wastewater treatment at the county level; now <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it <br /> supports the addition of an item titled"develop innovative approach to secure funding from the <br /> State of Hawaii to address the counties' wastewater needs"for inclusion in the 2022 Hawaii <br /> State Association of Counties Legislative Package. <br />
