i <br /> a <br /> WHEREAS, on January 22, 2020, the Council adopted Resolution No. 431-20, Draft 2, <br /> directing Hawaii County to strategically address the island's escalating housing crisis with <br /> 3 <br /> urgency and provided a critical path for developing a housing development roadmap; now, <br /> therefore, <br /> i <br /> i <br /> E IT RESOLVED BY THE COUNCIL OF THE COUNTY OF AWAI`I that the <br /> Office of Housing and Community Development (OHCD), to the best of its abilities, research <br /> and address the following: <br /> 1. How the inclusionary zoning policy affected the production of new housing supply; <br /> 2. How many units built under the inclusionary zoning policy still have an owner- <br /> occupancy exemption; and <br /> 3. Any other impacts the inclusionary zoning policy has had on the housing market. <br /> BE IT FURTHER RESOLVED that OHCD create a strategic roadmap for housing <br /> development on Hawaii Island to understand what is needed by various stakeholders to increase <br /> the stock of housing inventory. <br /> BE IT FURTHER RESOLVED that OHCD transmit its strategic roadmap for housing <br /> development to the Council for referral to the first scheduled Committee meetings in January <br /> 2022. <br /> BE IT FURTHER RESOLVED that OHCD transmit its report on the County's <br /> inclusionary zoning policies to the Council for referral to the second scheduled Committee <br /> meetings in April 2022. <br /> BE IT FURTHER RESOLVED that OHCD collaborate with key departments such as <br /> Department of Finance, Planning Department, Department of Public Works, Department of <br /> Environmental Management, and Department of Water Supply on its strategic roadmap and <br /> report to ensure coordination across County agencies. <br /> BE IT FURTHER RESOLVED that the strategic roadmap and the inclusionary zoning <br /> report be used to inform future housing policy adjustments such as updates to Chapter 11 of the <br /> Hawaii County Code. <br /> BE IT FURTHER RESOLVED that the Council will do everything in its power to <br /> support OHCD in these endeavors so that meaningful progress to address ongoing housing needs <br /> are met. <br /> 2 <br />
