REQUEST: <br /> This is a request to enter into a supplemental agreement with the Department of Agriculture, State of Hawaii, <br /> for the purpose of assisting the coffee farmers by offsetting the cost of accepted fungicides to control Coffee <br /> Leaf Rust, Act 138 SLH 2021 adds $300,000 to the current state contract, 63938, for that purpose. <br /> Funds are to be added to account 010.161.5163.26.115 <br /> Request to waive Finance Committee and the 5-day holdover period as the state is attempting to implement <br /> this contract by November 1, 2021 or as soon as possible. <br /> B. BACKGROUND AND JUSTIFICATION(USE ADDITIONAL SHEETS AS NEEDED): <br /> Coffee Leaf Rust(CLR) is a devastating foliar disease that is caused by a fungus. Infected leaves drop off <br /> and the tree has significantly lower yields and may die in a few years.
