REQUEST: <br /> Please prepare a resolution to enter a into a contract for a period of one year and three months for for <br /> Paratransit Eligibility Assessments and Paratransit Operations. The purpose of this resolution is to ensure <br /> that the Paratransit Eligbility Assessments and Paratransit Operations contract aligns with the fixed route <br /> transit operations contract for consistent expiration as this will present an opportunity to pursue a fixed route <br /> and paratransit contract together in 2023. <br /> B. BACKGROUND AND JUSTIFICATION(USE ADDITIONAL SHEETS AS NEEDED; <br /> Mass Transit Agency is seeking paratransit eligibility assessment and transportation services to complement <br /> it's public transportation system. Per CFR Title 49 Part 37, each public entity operating a fixed route system <br /> shall provide paratransit or other special service to individuals with disabilities that is comparable to the level <br /> of service provided to individuals without disabilities who use the fixed route system. Paratransit services are <br /> available to ADA paratransit eligible individuals. <br /> Paratransit eligibility assessments is a part of a process to strictly limit ADA paratransit eligibility to individuals <br /> with disabilities who is unable to use the fixed route bus system due to a physical or mental impairment <br /> (including visual). Once an individual is deemed eligible, he or she may use the paratransit services within <br /> one (1) mile of the Hele-On fixed route bus system. <br /> As of September 5, 2021, Mass Transit Agency has expanded fixed route bus services. Subsequently, Mass <br /> Transit Agency will offer paratransit services in Puna and increase services in Hilo and in Kona. Waimea <br /> and Fern Acres are served as flex route service under the existing contract for fixed route transit services. <br /> The RFP includes seven (7) County owned ADA vehicles for the Contractor to provide paratransit services. <br /> In addition,the Contractor must provide ADA vehicles to supplement Mass Transit Agency fleet to ensure <br /> transportation services are carried t efficiently.
