No. 473/Bill No. 89 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawaii <br /> TIME: 1:02 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 89, reports as follows: <br /> Bill No. 89, submitted by Mayor Mitchell D. Roth via Communication No. 473, dated <br /> October 21, 2021, amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 <br /> (Zoning) of the Hawaii County Code 1983 (2016 Edition, as amended), by changing the <br /> district classification from Single-Family Residential— 10,000 square feet(RS-10)to Industrial <br /> Commercial Mixed—20,000 square feet(MCX-20) at Waiakea Houselots, Waiakea, South Hilo, <br /> Hawaii, covered by Tax Map Keys 2-2-035:049 and 096. The total area is 22,300 square feet. <br /> The applicant is Leila Shimizu. <br /> The Windward Planning Commission forwards its favorable recommendation for this <br /> amendment, which would allow the applicant to convert an existing single-family dwelling into <br /> an office building to rent for private use and to develop a parking lot and related <br /> improvements. The properties are located and intersecting at the northeast corner of the <br /> Kekuana6`a Street and the Kalanikoa Street intersection. <br /> Planning consultant, Mr. Sidney Fuke, was present via Zoom to represent the applicant. He <br /> explained that the property was the home of the applicant's parents, and after their passing the <br /> applicant would like to repurpose the home for commercial office space. <br /> Planning Director Zendo Kern was present in the Kona Council Chambers and spoke in favor of <br /> the project. <br /> Committee Chair Ashley Kierkiewicz asked if Condition C, relating to final consolidation, would <br /> require Council action to which Mr. Kern explained that it would not, and that the consolidation <br /> request is an administrative function for the Department. <br /> The vote was then taken on the motion to move this measure to Council with a favorable <br /> recommendation and passed with 7 "ayes"with Committee Members Aaron Chung and <br /> Matt Kaneali`i-Kleinfelder absent. <br /> PC Report No.: 34 <br />
