REQUEST: <br /> i <br /> Authorization to accept the donation of a sand filter, to be installed at the Kealakehe Wastewater Treatment <br /> Plant, <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED) <br /> Hawaii Water Service, whose mailing address is 68-1845 Waikoloa Road, Unit 216, Waikoloa, HI 96738, is a <br /> private water and wastewater company that serves customers of Waikoloa Beach Resort and Waikoloa <br /> Village, Hawaii Water Service has on its facility a sand filter with a capacity of 1 million gallons per day which <br /> is no longer in use, though still in good condition. Installation of this filtration system would allow Kealakehe <br /> Wastewater Treatment Plant (KWWTP) to upgrade a portion of its R-2 quality water to R-1, the highest grade <br /> of recycled water. Hawaii Water Service is willing to donate the sand filter and the Wastewater Division will <br /> be responsible for removal, transportation, and installation of the filter system. The total cost to the <br /> Wastewater Division for the movement of the filter is not expected to exceed $300,000. While the sand filter <br /> has been fully depreciated, we estimate the value of the sand filter to be $200,000. The benefit of converting <br /> to R-1 water is that it results in cleaner discharge and has a wider variety of reusability compared to R-2 <br /> water. <br /> i <br /> The Department of Environmental Management recommends its acceptance as a scalable and viable <br /> technology demonstrator that can provide R-1 water through a method that is much more affordable than the <br /> design that was formerly under consideration for KWWTP, and much cheaper than having the County opt to <br /> purchase and install a new sand filter on its own. <br /> i <br /> i <br /> I <br /> i <br /> i <br /> SIGNED: c '' DATE: _ <br /> �..:' Depa ent Head <br /> i <br />
