No. 18-115 <br /> i <br /> July 15, 2021 <br /> I <br /> Page No. 7 i <br /> At the same time, the condition related to requiring the Kamanu Street extension <br /> improvements (Condition Jj will retain the requirement that prier to development of any <br /> portion of the remaining areas', other than for quarrying and related uses, the <br /> unimproved portion of Kamanu Street must be completed and available for use prior to <br /> occupancy of any structures. <br /> In addition to the amendments to allow the development of Parcels 77 and 00, LP is <br /> proposing to delete the section of Condition J that provides the ability to development <br /> Kamanu Street in phases as well as providing for alternative funding options for its <br /> construction. LP has determined that these options are not viable development <br /> alternatives and is therefore requesting that they be deleted from the condition. <br /> Justification for requesting amendment: <br /> LP believes that the requested amendment to Condition J and proposed new Conditions <br /> N. and O. of Ordinance 18-115 are reasonable and justified based on the following. <br /> Completion of the Ane Keohokalole Highway improvements from Hina <br /> Lani Street to Palani Road (completed in 2014) provides regional <br /> interconnectivity that was to be provided in part by the Kamanu Street <br /> Extension through WHBP. <br /> When the WHBP Change of Zone ordinance was originally approved, <br /> there was no road interconnecting Kealakehe Parkway and Hina Lani <br /> Street. Accordingly, the Kamanu Street Extension improvements were <br /> envisioned as providing an intra-regional connection_ <br /> The requirement to construct the Kamanu Street extension improvements <br /> was intended to provide a solution to the regional traffic circulation needs <br /> in the vicinity of Kaloko Light Industrial and Kealakehe Parkway and not <br /> necessarily to address the traffic impacts of West Hawaii Business Park. <br /> Since that time, Ane Keohokalole Highway between Palani Road and Hina <br /> Lani Street has been completed providing the necessary inter regional <br /> road connection. As such, the improvement of Kamanu Street extension <br /> is no longer necessary to provide a solution to the regional traffic <br /> circulation needs. <br /> L The Queen Kaahumanu widening project, completed in fall 2018, provides <br /> improved regional capacity. These improvements include construction of <br /> a new signalized intersection at the Kaloko-Honokohau National Historical <br /> Park entrance.
