-NSY of y' <br /> gal r,; <br /> COUNTY OF HAWAII :� ''�=��/_# STATE OF HAWAII <br /> �PE'O;'Nwtl� <br /> RESOLUTION NO. 105 22 <br /> A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE,AND NATURAL <br /> RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO <br /> NA MAMO 0 KA-WA. <br /> WHEREAS, Section 10-16 of the Hawai`i County Charter establishes a Public Access, <br /> Open Space, and Natural Resources Preservation Maintenance Fund(hereinafter"Maintenance <br /> Fund") "to preserve the land,promote public safety, and maintain a healthy stewardship"; and <br /> WHEREAS, Section 10-16(h) of the Charter provides that the Maintenance Fund may be <br /> used for a stewardship grant program, which allows 501(c)3 nonprofit organizations to apply for <br /> grant-in-aid project funding; and <br /> WHEREAS,Na Mamo o Kawa is a 501(c)3 nonprofit organization with a mission"to <br /> rehabilitate, curate and steward Kawa in order to honor the past, provide for the present, and <br /> preserve for the future"; and <br /> WHEREAS,Na Mamo 0 Kawa submitted a Maintenance Fund stewardship grant <br /> application describing its project to continue preserving the pristine and fragile cultural and <br /> ecological resources of Kawa; and <br /> WHEREAS, during its September 9, 2019 meeting and pursuant to Section 2-217 of the <br /> Hawai`i County Code 1983 (2016 Edition, as amended), the Public Access, Open Space, and <br /> Natural Resources Preservation Commission forwarded a positive recommendation of the project <br /> applied for by Na Mamo 0 Kawa to the Director of Parks and Recreation; and <br /> WHEREAS,the project proposed by Na Mamo 0 Kawa was one of five Maintenance <br /> Fund stewardship grant applications that the Department of Parks and Recreation Director <br /> evaluated in Communication 267, submitted to the Council on May 7, 2021; and <br /> WHEREAS, after requesting and receiving an amended budget plan from Na Mamo 0 <br /> Kawa, the Department of Parks and Recreation Director then issued Communication 267.2 to the <br /> Council on December 15, 2021, recommending that the organization has the ability to complete <br /> the proposed project in compliance with the Charter, as planned for in its application; and <br /> WHEREAS, awarding a stewardship grant to Na Mamo 0 Kawa will allow it to <br /> continue its ongoing restoration work on the property, implement a dryland and coastal <br /> rehabilitation plan, and preserve and protect significant cultural features, including a freshwater <br /> spring, loko i`a, heiau, and ahu; and <br /> • <br /> WHEREAS, this grant will also assist Na Mamo 0 Kawa to work in partnership with <br /> biological and archaeological professionals to execute dryland and coastal rehabilitation, <br /> develop wildlife monitoring protocol, and a cultural site monitoring plan, while maintaining safe <br /> and secure access to property; and <br />
