schools mentioned above are and will continue to operate at capacity for the next five(5) <br /> years. Furthermore, DOE estimated that nine (9)public school students would reside in <br /> the project area. Finally, the letter indicated that while the project is situated within the <br /> West Hawai`i School Impact Fee District, it is exempt from paying impact fees as the <br /> project is covered under a completed Educational Contribution Agreement(ECA)that <br /> required Waikoloa Land Company to dedicate a 12-acre school site, upon which <br /> Waikoloa Elementary and Middle School were constructed. <br /> 48. Other Essential Utilities and Services: Police services are provided from the Waimea <br /> station while backups are available from Kapa'au in North Kohala and Kailua-Kona with <br /> - response times between 15 and 45 minutes. Fire services are available about three (3) <br /> miles to the north. Backup services are also available from Waikoloa Village, Waimea, <br /> and Kailua-Kona, with a response time of 10 to 30 minutes. Emergency services can also <br /> be provided through the Fire Department's emergency medical unit located at the fire <br /> station north of the property. According to a comment memo from the Police <br /> Department, the increase in population resulting from the 1,000+time share units will <br /> lead to an increased burden on public safety services such as police and fire/rescue. The <br /> nearest hospital is located in Waimea. Electrical services will be provided by Hawaiian <br /> Electric.
