members, I just kind of want to start off by noting how great and excellent a job your staff did in <br /> reviewing and analyzing over 1,000 pages of these applications and accurately distilling them <br /> down and doing their presentation today. <br /> Yes, the applicant has reviewed the staff's background report and corresponding <br /> recommendations and we are pleased to say that we concur with all of them. They did an <br /> excellent job. Your staff report is not only accurate, but very comprehensive, and you had a very <br /> long morning meeting. So, in the interest of time, our presentation will briefly touch upon the <br /> reasons for the request and in so doing, we trust that our presentation will be able to address <br /> matters such as the workforce housing, the timeshare, and regulatory compliance. Accordingly, I <br /> would like to first introduce all of the persons who will be testifying. Mr. John Plunkett, he's <br /> Vice President of Waikoloa Land, the master developer of the Waikoloa Resort who'll <br /> essentially cover the reasons for the request. He will be followed by Ms. Ann Bouslog of PBR <br /> Hawaii, who'll summarize as may be needed the project's compliance with the General Plan <br /> and other infrastructure-related matters. Mr. Stanford Carr, I'm—hopefully he's here and if he's <br /> not there then Daniel Sandomire, they're the plan developer of the workforce housing project. By <br /> the way, the resort's first and unprecedented workforce housing within a resort on the island of <br /> Hawai`i. Finally, we'll have Ms. Cary Boeddeker. She's the daughter of the founder and original <br /> developer of Waikoloa Resort, Ron Boedekker, who'll cover the Waikoloa Foundation, and I <br /> think that as she talks about the Foundation, some of the questions that were raised during the <br /> public testimony portion will be answered. Finally, we'll have Mr. Plunkett kind of wrap it up by <br /> giving some closing remarks and then open ourselves up for questions. We do have a number of <br /> professional consultants on board who are available for questions by the commissioners or the <br /> staff. So, with that, I'd like to turn so-called the mic over, or the camera over to Mr. Plunkett. <br /> John? <br /> PLUNKETT: Mahalo, Sid, and mahalo to the Planning Commission and the staff for the time <br /> that you've provided us today. My role today as the owner's rep is to provide context about our <br /> intentions for the development of Kumu Hou. Waikoloa Land Company has been in business for <br /> over forty years on Hawaii Island, and actually since 1978, and uniquely our ownership group <br /> has been the same since the very beginning. Our founders envisioned Waikoloa as a master plan <br /> community where kama'aina and visitors have enjoyed amenities and recreational space or <br /> historical sites and other things. The late Ron Boedekker who's the visionary behind Waikoloa, <br /> whom prior to his passing was my boss, relayed to me on numerous occasions that whatever we <br /> did he wanted us to consider the people of Hawai`i and all that we've created. Ron's family <br /> continues this tradition, which you'll hear more about from, today from his daughter who's the <br /> president of the Waikoloa Foundation, Cary Boedekker. <br /> We believe our efforts in Waikoloa have generated some substantial benefits both for the island's <br /> hospitality industry and for our island residents. Waikoloa's master plan community now <br /> supports over 5,000 local jobs and its strategic partnerships have created further economic <br /> opportunities for our community. We've always been very conscious of providing public access <br /> to our beaches, the public transportation infrastructure, and that we're very pleased that <br /> Waikoloa has always successfully welcomed kama'aina use of the visitor infrastructure. <br /> Something I believe Waikoloa's done better than any other master plan resort in the state of <br /> Hawaii. <br /> 14 <br /> EXHIBIT D <br />
