Vacations operations center. This roadway is shown on the public access plan as a <br /> "Proposed Roadway with Sidewalks." Access to sub-area L2 will be via an <br /> easement over a proposed roadway through the `Ainamalu residential subdivision <br /> being developed to the north of"Area A". <br /> ■ "Area B" including 900 multi-family timeshare units and community <br /> center/commercial facilities is conceptually planned from two points on Waikoloa <br /> Beach Drive (North)that link to an internal road with proposed sidewalk <br /> facilities. The first access point would be approximately 1,100 feet makai of the <br /> northernmost intersection of Waikoloa Beach Drive (North) and Queen <br /> Ka`ahumanu highway, a signalized intersection. The second access point would <br /> be approximately 4,400 feet makai of that, or approximately 400 feet mauka of <br /> the intersection of Waikoloa Beach Drive (North) and Ala Ihi Way. Access to the <br /> proposed parks, golf facilities, and operational facilities is conceptually planned <br /> from Ala Ahi way at its intersection with Waikoloa Beach Drive (South). <br /> ■ Access to "Area C" (brackish water irrigation wells and distribution)will be via <br /> private roadways/driveways from Waikoloa Beach Drive (North). <br /> 41. Traffic: A Traffic Impact Report(TIR) dated June 2021 for the Kumu Hou project was <br /> conducted by Wilson Okamoto Corporation (WOC) (see Appendix 2-Appendix D of the <br /> application). The TIR assessed the impacts of"Areas A and B" only as "Area C' is not <br /> expected to generate any meaningful traffic. The TIR studied three (3) intersections in the <br /> vicinity of Kumu Hou including at Queen Ka`ahumanu Highway/Waikoloa Beach Drive <br /> (South); Queen Ka`ahumanu Highway/Waikoloa Beach Drive (North); and Queen <br /> Ka`ahumanu Highway/Mauna Lani Drive. According to the TIR, AM peak hour traffic <br /> occurs between 7:30 and 8:30 AM and PM peak hour traffic occurs from 3:30 to 4:30 <br /> PM. All three intersections currently operate at acceptable levels (between LOS A and <br /> LOS D) in the AM and PM peak hours. It should be noted that due to the ongoing Covid- <br /> 19 pandemic at the time of the study, data used for the analysis was collected in 2019 at <br /> traffic count survey stations along the highway and at Waikoloa Road. For purposes of <br /> traffic impact analysis, Kumu Hou was assumed to be fully built-out by 2045. In addition <br /> to the timeshare, residential, and other facilities identified, the project would entail new <br /> internal roadways to provide access through the sites and connections to the existing <br /> -21- <br />
