The preceding <br /> will be added as conditions of approval. <br /> Furthermore, while this area is not considered a coastal development,proposed <br /> public access facilities will be developed to connect the PD area to existing shoreline <br /> public accesses makai of the resort. A condition of the concurrent SMA Use Permit for <br /> this area will require an update to the existing approved public access plan to incorporate <br /> these new proposed facilities and public access connectivity. <br /> Finally, while the affordable housing requirements for the WBR have been <br /> satisfied with the donation of 300 net acres of land to the County within Waikoloa <br /> Village, the applicant proposes to develop not less than 142 units of affordable workforce <br /> rental housing on a 25.4-acre site south of the Queens' Marketplace. While not <br /> considered part of the Kumu Hou Master Plan, the applicant considers this initiative <br /> complementary to the development of the overall Kumu Hou project and has signed a <br /> memorandum of intent with a developer to commence planning of the project. <br /> Economic Element <br /> • Encourage the development of a visitor industry that is in harmony with the <br /> social,physical, and economic goals of the residents of the County. ' <br /> • Strive for an economic climate that provides its residents an opportunity for <br /> choice of occupation. <br /> • Require a study of the significant cultural, social and physical impacts of large <br /> developments prior to approval. <br /> ■ The land, water, air, sea, and people shall be considered as essential resources <br /> for present and future generations and should be protected and enhanced through <br /> the use of economic incentives. <br /> • Identify and encourage primary industries that are consistent with the social, <br /> physical, and economic goals of the residents of the County. <br /> ■ Promote a distinctive identity for the island of Hawai`i to enable government, <br /> business and travel industries to promote the County of Hawai`i as an.entity <br /> unique within the State of Hawai`i. <br /> This proposed development will provide additional and expanded employment <br /> opportunities including an estimated 350 Full Time Employment(FTE) construction and <br /> related jobs annually in the early development phase(2021 to 2026), 1,450 FTE <br /> development and operation jobs generated as timeshare units are completed for <br /> occupancy(2027 to 2042) and 1,080 FTE on-going jobs at full buildout. Further, the <br /> magnitude of this project will directly benefit the residents of the County as the real <br /> property tax base will substantially increase. <br />
