(h) "Meetings"means the convening of the Commission for which a quorum is required <br /> in order to make a decision or to deliberate t 9 ward a decision upon a matter over <br /> which the Commission has advisory power. <br /> (i) "Person"means when appropriate to the context, not only individuals,but <br /> corporations, firms, associations, societies, and federal, state and county departments <br /> or agencies. <br /> (j) "Presiding Officer"means and shall include any member of the Commission. Unless <br /> otherwise designated, the Chair shall be the residing officer. <br /> (k) "Public Record"means the same as defined 1n Chapter 92, HRS, and shall include <br /> maps, rules and regulations, written stateme is of policy or interpretation formulated, <br /> adopted or used by the Commission in its fictions, all decisions, orders,minutes of <br /> the Commission meetings and records of an docket on file with the Commission but <br /> shall not include records which invade the ri t of privacy of an individual. <br /> (1) "Rules"means the Rules of Practice and Procedure of the Public Access, Open <br /> Space and Natural Resources Preservation Commission. <br /> (m) "Secretary" shall mean the Secretary of the Public Access, Open Space and Natural <br /> - Resources Preservation Commission. <br /> RULE 4. DUTIES AND RESPONSIBILITIES <br /> The Public Access, Open Space and Natural Resources Preservation Commission shall: <br /> (a) To develop and submit to the mayor an isl d-wide prioritized list of qualifying <br /> lands worthy of preservation. The commisslion shall give emphasis to land <br /> acquisitions where the County's contribution can be leveraged to obtain State, <br /> Federal, and/or private lands. Priorities sha 1 be listed on an island-wide rather than <br /> _ district basis. The list shall include the sign ficance of each parcel or entitlement <br /> identified, the reason for its priority, and its anticipated use after acquisition. Those <br /> proposed parcels or elements receiving fift (50)percent or more of the total <br /> available assessment criteria points shall be included in the priority list. Those <br /> parcels or elements receiving less than fifty(50)percent of the total available <br /> assessment criteria points shall be noted in the annual report but not included in the <br /> priority list; <br /> (b) To update this list at any time,but at least ually by December 31 of each year; <br /> (c) To explore methods of funding land acquisition and make recommendations to the <br /> mayor; <br /> (d) To review, evaluate, and make recommend tions to the director of the <br /> department of parks and recreation regardi g applications for stewardship <br /> grants from the maintenance fund, within six months of receipt of each <br /> application.
