COUNTY ENVIRONMENTAL REPORT <br /> COUNTY REZONING REQUEST (A-20a to FA-2a) <br /> GARVIN AND LAURA GOODE <br /> ALEAMAI, SOUTH HILO, HAWAII <br /> TAX MAP KEY: (3) 2-7-008: 130 <br /> INTRODUCTION <br /> Garvin and Laura Goode ("applicants") are requesting the rezoning of a <br /> 9,581 acre parcel from the Agriculture (A=20a) to Family-Agriculture (FA-2a) <br /> district in Alemai, South Hilo, Hawai'i. The property is located mauka of the <br /> Hawaii Belt Highway (Highway 19);_approximately 1/2 mile north or Hamakua <br /> side of the intersection of the Old Mamalahoa Highway and Highway 19. <br /> More specifically, it straddles Kalaoa Camp Road, approximately 600 feet <br /> west of Highway 19. (Figures 1 and 2). - <br /> If approved, the applicants intend to subdivide the 9.5+-acre parcel into three <br /> (3) lots, consisting of 3.7+/- acre, 2.8+/- acre, and 2+/- acre, exclusive of a 'N- <br /> acre road/utility easement that bisects the property. Two (2) of the lots would <br /> be conveyed to family members, while the other with the family dwelling, <br /> would be retained with the applicants. One of the applicants' family <br /> members intend to construct its dwelling on one of those lots. In the end, all <br /> three lots would have some measure of family-agricultural activities on the <br /> lots. The request, thus, is essentially a family-agricultural subdivision, <br /> H. PROJECT LOCATION <br /> As noted earlier, the subject property is located on the mauka side of the <br /> Hawaii Belt Highway (19), approximately 1/2 mile north or Hamakua side of <br /> the intersection of the Old Mamalahoa Highway and Highway 19. More <br /> specifically, it straddles Kalaoa Camp Road, approximately 600 feet west of <br /> Highway 19. (Figures 1 and 2). <br /> III. PROJECT DESCRIPTION <br /> -- A. Prolett Concept and Components - <br /> The subject site is currently cultivated with a variety of fruit trees, a <br /> startup nursery, and a small equestrian activity, all of which are <br /> owned, operated, and maintajned by the applicants with some help, <br /> Specifically, the site has been planted with bananas, avocado, citrus, <br /> lychee, mango, and a variety of other fruit-bearing trees.
