• <br /> Pursuant to the above, the Harnakua CDP ("HCDP") was developed <br /> and adopted by the Hawai'i County Council on August 8. 2018. It <br /> became effective on August 22. 2018 as Ordinance No. 18 78. <br /> - - - - - <br /> Using the LUPAG digitized map designations, the HCDP noted the <br /> mauka portion of the site "Intensive Agricultural', while the lower side, <br /> Low Density Urban. as depicted in its Figure 5. <br /> The HCDP also identified 13 Community Objectives that were broken <br /> down and/or assigned into three (3) major areas: 1) 'Aina (natural <br /> resources, and ag as related to conservation of natural resdurces, <br /> public access); 2) Community (culture, town planning, infrastructure, <br /> public facilities, services, transportation): and 3) Economy <br /> (employment, industry, business development, small town <br /> revitalization, agriculture, tourism). <br /> Relative to 'Aina, there were three (3) specific objectives. <br /> Objective 1: Protect, restore and enhance watershed <br /> ecosystems, sweeping views, and open spaces from mauka <br /> forests to makai shorelines..." <br /> The site is not part of any watershed area, nor does it have any <br /> mauka/makai access. As such, the project does not affect this <br /> objective. <br /> 0 Objective 2: Protect and restore viable agricultural lands and <br /> resources. Protect and enhance viewscapes and open spaces <br /> that exemplify Hamakua's rural character. <br /> The applicants already have an on-going farm on the property. - <br /> This will continue. Given the age of the applicants, with the <br /> rezoning and subdivision of the property for family members, it <br /> will ensure continued agricultural activities on the site.
