REQUEST: <br /> This is a request for a resolution to enter into an agreement with the State Historic Presewation Office of the <br /> Department of Land and Natural Resources for the purpose of executing a Programmatic,Agreement to <br /> satisfy the requirements of Section 106 of the National Historic Preservation Act as part of a programmatic <br /> environmental assessment of the County's Voluntary Housing Buyout Program funded by the U.S. <br /> Department of Housing and Urban Development. <br /> Due to the urgency to complete this programatic environmental assessment and provide assistance to <br /> impacted residents the Department requests to waive the Finance Committee and to breach the deadline to <br /> be placed on the next agenda of the County Council. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)' <br /> The County of Hawaii is the responsible entity delegated by the U.S. Department of Housing and Urban <br /> Development(HUD) to complete a programmatic environmental assessment for the Voluntary Housing <br /> Buyout Program. This Program is funded with a Community Development Block Gran-`— Disaster Recovery <br /> (CDBG-DR) grant to the County and constitues an undertaking requiring environmental review under the <br /> National Environmental Policy Act.
