PRPSC-34 Page 2 March 8,2022 <br /> Council Member Chung commented support for this measure and requested Captain Scott Amaral <br /> to come forward regarding enforceability. <br /> Captain Scott Amaral commented that this bill speaks specifically to a dangerous dog bite, and <br /> that we should focus on this act. He shared island side statistics that there were 243 dangerous <br /> dog cases since September 2019. He then commented that the Oskins case was horrific, and <br /> unlike anything his officers had seen before. And that dog owners need to be held accountable. <br /> Council Member Lee Loy voiced her support for this measure, and inquired regarding the process <br /> of how families would seek restitution for injury or damages. Deputy Corporation Counsel <br /> Dakota(Cody) Frenz responded that there must first be a conviction,then there would be a proof <br /> of compliance hearing to show that payments have been made in full. <br /> Council Member Kimball commented her support and then her dismay, that only now we are <br /> 3 <br /> doing something about this issue. <br /> Council Member David, shared her support for this measure. <br /> Mr. Kaneali`i-Kleinfelder, moved to amend this bill with the contents of Communication 642.2 <br /> that would amend a portion in the bill that says in addition to arresting and issuing a summons, <br /> an officer "shall" as opposed to "may"have the dog seized and impounded. His second <br /> amendment in this communication provides that impoundments should be for ten days, and also <br /> adds that it may be at a County Animal Control facility.
