REQUEST: <br /> Authorize the entering of a multi-year non-binding service addendum to the State of Hawaii Contract No. <br /> DOT-2020-044, Project No. RFP-20-001-HWYS- Electric Vehicles and Charging Stations with Sustainability <br /> Partners LLC to provide battery electric bus infrastrurce and five 35 foot battery electric buses for up to a 10- <br /> year period. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEI_'a: <br /> The Research and Development Department as well as the Mass Transit Agency joined in a cooperative <br /> procurement in March of 2020 with the State Procurement Office to procure electric vehicles and charging <br /> stations. Sustainability Partners was awarded the contract to provide these items in December of 2020. This <br /> contract is structured in a manner to where the Mass Transit Agency using GET funds would pay a per <br /> charging event rate for the construction of a new infrastructure network to charge a fleet of battery electric <br /> transit vehicles. Additionally, as part of this contract, Sustainability Partners would provide a fleet of five (5) <br /> 35-foot transit buses with a useful life of 12 years/500,000 miles that would operate primarily in Hilo and <br /> Pahoa areas. The Mass Transit Agency would pay for these buses using GET funds on a per mile rate <br /> basis. <br /> This non-binding Addendum would allow Sustainability Partners the ability to finalize prici.ig with vendors that <br /> will provide the infrastructure network and the transit buses and present a final binding Addendum with the <br /> costs that the Mass Transit Agency would pay over the span of 10 years. Pursuant to acceptance of the final <br /> service addendum and the issuance of a Notice to Proceed would result in a standalone binding agreement <br /> between the County of Hawai'i and Sustainability Partners. Should 1:he County wish to terminate this <br /> Agreement after the Notice of Proceed has been issued, the County is able to do ccs and would pay <br /> Sustainability Partners for the infrastructure as well as the buses purchased based on the value of <br /> termination. <br /> This sustainability-as-a-service model results in the ability to purchase or replace assets in a timely manner and <br /> pay the cost of the asset over the life of the asset. The estimated service life for the buses is projected to be <br /> 12 years and 20 years for the charging infrastructure. The estimated cost of the five buses is $4.01 per <br /> mile. The estimated cost of the use of the charging infrastructure is either$9,529 for(35 charging events per <br /> month and $100 for each charging event over 65 per month. With the Hawaiian Electric and VW rebates, <br /> this amount is expected to decline. <br />
