Form#: B-52
7/18/91
DEPARTMENT OF FINANCE
REQUEST FOR COUNCIL ACTION
DEPARTMENT: Mass Transit Agency DATE: 3/1/2022
STAFF CONTACT: John Andoh PHONE: 808-961-8555
A. REQUEST:
Please prepare a resolution to accept a donation of up to 12 buses from City and County of Honolulu to use
in Hele-On bus service for up to a two (2) year period. The resoultion is to be sent to:
Roger Morton, Director
Department of Transportation Services
City of County of Honolulu
Frank F. Fasi Municipal Building
650 South King Street, Third Floor
Honolulu, Hawai'i 96813-3017
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The City and County of Honolulu, Department of Transportation Services has 12, 1997 40-foot Gillig
Phantom buses that can be used in immediate service on Hele-On fixed routes to continue the
implementation of the Transit and Multi-Modal Transportation Master Plan of which 55 buses are required.
The present Hele-On fleet totals 48, of which 30 are in service. Of the 12 donated buses, the Mass Transit
Agency intends to dispose of five (5) of its worst performing buses to get to a fleet size of 55. This donation
will allow for the County to standardize its fleet with the Gillig Phantom. The entire fleet of buses (1995-2010)
are expected to be retired by 2024 as the new fleet of the future will be in-place. The County mechanics
went to inspect these buses and picked the best of 12 buses that could go into service immediately.
As part of the fleet replacement plan, four(4) buses was purchased in 2019, one (1) hydrogen bus will be
delivered in April 2022, four(4) buses will be delivered in August 2022, two (2) hydrogen buses will be
• delivered in September 2022, eight(8) buses will be delivered in March 2023. An invitation for bids is open
for 26 buses for delivery in October 2023 and a request for proposals for 10 battery electric buses would be
delivered in January 2024.
It is anticipated by obtaining these buses from Honolulu will allow for all routes in east Hlawai'i as well as the Hilo
and South Kohala Resorts routes to be operated with County owned buses with spares necessary to meet
service demands as the maintenance staff continue to refurbish and rebuild buses pending delivery of the
new buses. Anticipated shipping costs of these buses will be $75,000 which would be borne by Hawai'i
County.
k:
•
SIGNED: it • DATE: 3/1/2022
Department Head -
