REQUEST: <br /> RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO A MEMORANDUM OF <br /> AGREEMENT WITH THE HAWAII STATE PUBLIC LIBRARY SYSTEM, PURSUANT TO HRS 46-7, FOR <br /> FUNDS TO CONDUCT THE PLANNING PROCESSES TO CO-LOCATE A PUBLIC LIBRARY AT THE <br /> FUTURE PAHOA TRANSIT HUB. <br /> Request to waive Finance Committee. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED_ <br /> HSPLS shared that they are interested in identifying a location for a new Pahoa Public Library and are <br /> interested in studying the feasibility of co-locating a new library as part of a proposed Pahoa Transit Hub <br /> project and has funding in the amount of$350,000 that may be used to supplement County planning funds <br /> for the purpose of determining the feasibility of co-locating a new library. <br /> As part of this effort, the Mass Transit Agency, in partnership with the Planning Department and HSPLS will <br /> conduct the following: <br /> (1) Select sites that best supports transit ridership, active transportation and a public library; <br /> (2) Preparing an Environmental Assessment for the selected site; and <br /> (3) Developing a Transit Hub design that incorporates mobility hub concepts to provide an engaging community <br /> space and community amenities, such as the public library. <br /> After these efforts are completed and it is determined that co-location will work, HSPLS is will contribute their <br /> share of the land acqusition, final design and construction costs with funding set aside for this project.
