BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEa <br /> The increase in appropriation from the Kulaimano fund balance to increase the operating budget is to pay for <br /> a concept/design/feasibility study. The study will look at the feasibility of adding additional buildings to the <br /> existing project.
