PC-47 Page 2 March 8,2022 <br /> Bill Moore, planning consultant with William L. Moore Planning LLC, was present in the Hilo <br /> Chambers to represent the applicant. He explained that the original plan was to construct a road <br /> down the middle of the property and subdivide it into four lots. An entity approached Lanihau <br /> Properties about acquiring Parcel 77, which would no longer require them to subdivide the <br /> property and provide the County with dedicable roads. He explained that the driveway going to <br /> Parcel 77 will provide two access points to the adjacent properties which will be open to the <br /> public during normal business hours. Mr. Moore also explained that a sewer pump station is <br /> needed on the property to accommodate sewer infrastructure upgrades along the Queen's <br /> Highway and they are in the process of donating 2.6 acres for the pump station to the Department <br /> of Environmental Management(DEM). Their request is to remove the requirement that the <br /> highway improvements be completed before construction of the pump station. <br /> Committee Member Holeka Inaba asked for clarification on Condition N and why the road <br /> would not be open full time. Mr. Smith responded that it was to deter security concerns at night, <br /> but that the road would be open to the public daily from 6:00 a.m. to 9:00 p.m. DEM will have <br /> keys to access the pump station full time. Committee Member Inaba then asked about the curbs, <br /> gutters, and sidewalks for the roadways and if those are required, to which Mr. Smith responded <br /> that they are. <br /> Committee Chair Ashley Kierkiewicz noted to Planning Director Zendo Kern that there are <br /> discrepancies between the language that was proposed by the Commission and what is in the Bill <br /> before Your Committee.
