REQUEST: <br /> This is a request for a resolution to enter into an agreement with the U.S. Department of Housing and Urban <br /> Development for the purpose of receiving and administering a Community Development Block Grant for <br /> Mitigation (CDBG-MIT). Additional request for a bill to amend Ordinance 21-38, the Operating Budget for FY <br /> 2021-2022 to the revenue and expenditure acocunts identified below: <br /> Revenue Account: 010.3310.40 Federal -- CDBG Mitigation $4,462,000 <br /> Expenditure Accounts: 010.931.5936.40 CDBG-Mitigation ArcGIS Project $370,000 <br /> 010.931.5936.41 CDBG-Mitigation Water Supply Project $835,000 <br /> 010.931.5936.42 CDBG-Mitigation Fire Equipment $1,810,000 <br /> 010.931.5936.43 CDBG-Mitigation Planning Code Revisions $400,000 <br /> 010.931.5936.44 CDBG-Mitigation Public Works Flood Studies $394,000 <br /> 010.931.5936.45 CDBG-Mitigation Administration $343,000 <br /> 010.931.5936.46 CDBG-Mitigation Activity Delivery $310,000 <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> In January 2021, the U.S. Department of Housing and Urban Development (HUD) announced a <br /> appropriation of$6,862,000 in Community Development Block Grant- Mititgation (CDBG-MIT)funds to <br /> Hawaii County. CDBG-MIT funds support eligible mitigation activities are defined as projects that increase <br /> resilience to disasters and reduce or eliminate the long-term risk of loss of life, injury, damage to and loss of <br /> property, and suffering and hardship, by lessening the impact of future disasters. Funds will support projects <br /> identified as a Hazard Mitigation Action in the County's 2020 Multi-Hazard Mitigation Plan. The County is <br /> seeking to appropriate $4,462,000 in the Operating Budget for FY 2021-22 and $2,400,000 in the Capital <br /> Improvement Plan for FY 2022-23. <br /> An Initial Action Plan for these CDBG-MIT grant funds that details risks to natural disasters and other <br /> hazards, as presented in the 2020 Multi-Hazard Mititgation Plan, and projects proposed with available grant <br /> funds. This Initial Action Plan was submitted to HUD for their review and approval on March 4, 2022, <br /> following a public comment period from October 25 to December 8, 2021.
