STATE OF HAWAPI <br /> RESOLUTION NO. 363 22 <br /> A RESOLUTION AUTHORIZING A DECREASE IN THE COUNTY OF HAWAII <br /> FUEL TAX. <br /> WHEREAS,the provisions of Hawaii Revised Statues, Section 243-5 authorizes the <br /> Council of the County of Hawaii to determine the amount of the County fuel tax by resolution; <br /> and <br /> WHEREAS, Section 243-5 of Hawaii Revised Statutes further provides that no such <br /> resolution shall be adopted until the County Council conducts a public hearing on the amount of <br /> tax proposed, which shall be publicly noticed in the County at least twice within a period of <br /> thirty days immediately preceding the date of such hearing; and <br /> WHEREAS, by the adoption of Resolution 212-17 on June 23, 2017, the Council <br /> incrementally increased the County of Hawaii fuel tax each fiscal year until 2019-2020, from <br /> eight and eight-tenths (8.8) cents per gallon to the current rate of twenty three (23) cents per <br /> gallon; and <br /> WHEREAS,the County of Hawaii may consider and leverage revenue sources other <br /> than its fuel tax, such as federal and state grants, for the improvement and maintenance of <br /> County roads, highway infrastructure, and mass transit; and <br /> WHEREAS, continuing recovery of the global economy negatively impacted by the <br /> pandemic, a sharp rise in consumer prices resulting from the highest inflation surge since 1982, <br /> and significant gas cost increases caused by fallout from the ongoing conflict between Russia <br /> and Ukraine have all compounded the need to identify available tax relief for local residents; and <br /> WHEREAS, considering the state of current economic conditions and the uniquely <br /> larger commuter distance to and from work for many Hawaii County residents, the Council <br /> finds that the fuel tax should be decreased by ten cents per gallon; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it <br /> does hereby fix, determine, and set the amount of the County of Hawaii fuel tax on liquid fuel to <br /> be levied and collected by the Department of Taxation of the State of Hawaii, in accordance <br /> with law, at thirteen(13) cents per gallon for diesel on-highway and gasoline on-highway to be <br /> in effect going forward, unless and until otherwise provided by another resolution adopted as <br /> provided above. <br /> BE IT FURTHER RESOLVED that, in accordance with Section 243-5 of Hawaii <br /> Revised Statutes, this resolution shall take effect on the first day of the second month following <br /> the date of adoption of this resolution. <br />
