REQUEST: <br /> The Office of Housing and Community Development (OHCD) is requesting a resolution authorizing a <br /> declaration of non-exclusive access and utility easements on portions of Ululani Street, and Olona Street in <br /> Waiakea, Hawaii, for an affordable senior housing project with preference for veterans and their spouses <br /> pursuant to Hawaii County Code Section 2-120(a)(4)which allows for the disposition of real propoerty by <br /> granting easements to afffordable housing developers on terms and conditions that relate to affordable <br /> housing from the County of Hawai'i. <br /> OHCD is requesting to waive Committee because of the time constraints for the project to complete the final <br /> funding process for their Low Income Housing Tax Credits(LIHTC) and Rental HousingTrust Fund project <br /> which is slated to commence building in June 2022. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> On October 21, 2020 Resolution No. 733-20 designated the HKI Kawili LLC, an affiliate of EAH Inc dba EAH <br /> Housing, the developer of the West Kawili Street Senior/Veteran Housing Project, an independent living <br /> facility with housing units and a community center as a HRS 201 H project exempt from certain codes, code <br /> requirements and standards.
