M. PROJECT DESCRIPTION <br /> A. Project Concept and Components <br /> The applicant is requesting a change of zone from Agricultural(A-la) to Single-Family <br /> Residential(RS-15) to subdivide the 33,738 square foot parcel into two (2) lots of <br /> roughly 18,237 square feet and 15,501 square feet (Figure 2). <br /> The property currently has two (2) CPR units: CPR 0001 and CPR 0002,with one (1) <br /> single-family residence on each. The purpose of this request is to subdivide the property <br /> into two independent lots free from CPR restrictions. The parcel has been developed and <br /> used for residential purposes for many years and will continue to be used as such under <br /> the proposed request. Water and electricity are readily available to both homes. CPR <br /> 0001 is serviced by an existing individual wastewater system and CPR 0002 is serviced <br /> by an existing cesspool. Both units are equipped with existing individual driveways and <br /> driveway access would not change under the proposed project. Utilities and access would <br /> not be impacted in any way by the subdivision. Further,no roadway improvements would <br /> be necessary nor would traffic increase beyond the standard residential use as no increase <br /> to density will result from this action. <br /> Permitting History <br /> CPR 0001 is owned by Roy Shaibal and Yin Ling Leung and is 18,237 square feet <br /> (0.4187 acres). It contains one(1)single-family residence.According to Real Property <br /> Tax records, the dwelling was built in 1963 under building permit number 27173 and is <br /> approximately 2,901 square feet in size with five (5)bedrooms and three (3) full <br /> bathrooms. The installation of solar water heater panels occurred in 2007 and 2021 under <br /> permit numbers B2007-0273K, B2007-1396K and BK2021-01095. A recent survey of <br /> the property revealed that a portion of the eaves on the permitted carport may encroach <br /> over the eastern boundary of the parcel. If required,the landowner will correct this <br /> encroachment by way of removal or negotiation of an encroachment agreement with the <br /> adjacent landowner. <br /> CPR 0002 is owned by Dale and Patsy Trefz and is 15,501 square feet (0.3559 acres). It <br /> contains one(1) single-family residence. According to Real Property Tax records, the <br /> dwelling was built in 1988 under building permit number 880867 and is approximately <br /> 2,479 square feet in size with three(3)bedrooms and three (3)full bathrooms. The <br /> addition of a new living room over a new garage, developments to the basement and <br /> alterations to the main level of the home occurred in 2006 under building permit No. <br /> B2006-1565K with final inspections completed. A solar hot water system was installed <br /> with a tank on the roof in 2008 under building permit No. B2008-1028K with final <br /> inspections completed as well. <br /> It is understood that the subdivision plan submitted herein may have to be adjusted prior <br /> to receipt of final subdivision approval to accommodate County subdivision requirements <br /> and appropriate conditions of approval. <br /> 6 <br />
