Chapter 11, of the Hawaii County Code 1983 (2016 Edition, as amended), is <br /> amended by adding a new article to read as follows: <br /> "Article 2. Housing Production Funding. <br /> "Section 11-21. Appropriation of funds for housing production. <br /> At least $5,000,000 per year shall be appropriated for the Office of Housing and <br /> Community Development to facilitate programs that support affordable housing production. Any <br /> remaining balance at the end of the fiscal year should be designated for this purpose." <br /> SECTION 2. Severability. If any provision of this ordinance, or the application thereof <br /> to any person or circumstance, is held invalid, the invalidity does not affect other provisions or <br /> applications of the ordinance which can be given effect without the invalid provision or <br /> application, and to this end the provisions of this ordinance are severable. <br /> SECTION 3.
