REQUEST <br /> i <br /> A Resolution authorizing the County (via the Department of Research and Development) to enter into a <br /> Memorandum of Agreement with the Corporation for National and Community Service (CNCS)for the <br /> continuation of a local project under the AmeriCorps Volunteers its Service to America (VISTA) program. <br /> VISTA is a "federal anti-poverty program designed to provide needed resources to nonprofit organizations <br /> and public agencies to increase their capacity to lift communities out of poverty." I <br /> The Memorandum of Agreement details the number of AmeriCorps VISTA members that may be assigned to <br /> the County of Hawaii, the respective roles and responsibilities of CHCS and the County of Hawaii regarding <br /> the operation of its NISTA project, and the full range of legal requirements of the County of Hawaii in the <br /> programmatic operations of its VISTA project. <br /> As part of this agreement the County will provide funds in the amount of$33,342 as a cost-share for the <br /> program; <br /> B. BACKGROUND AND JUSTIFICATIOJ {USE ADDITIONAL SHEETS AS NEEDEL3 <br /> I <br /> Wth this CHCS AmeriCorps VISTA grant, the Department of Research and Development seeks to build and <br /> strengthen the community's capacity to collaborate as an action network to advance community economic <br /> development projects in six critical areas that challenge island communities and households; climate action, <br /> community resilience, economic recovery, food access, equitable mobility, and energy efficiency and <br /> resilience. Seven (7)VISTA members will contribute to the goal of the project by enhancing front and <br /> backend technology systems for climate change:mitigation and adaptation; establishing an ongoing <br /> community-based process and structure for implementation of community'recovery and resilience actions; <br /> assessing and analyzing strategies for equitable economic recovery; implementing food access strategies to <br /> increase food resilience; engaging diverse stakeholders in shared mobility planning and implementation; and <br /> contributing to the implementation and monitoring of island energy transformation. <br /> The $33,342 annual cost share from the County will be matched by $83,356 in federal investments in VISTA <br /> living allowances and education awards. <br /> Request to waive Finance Committee and 5-day holdover. <br /> DATE: W-h <br /> Dom'' rtment Head <br /> F <br />
