<br /> 10. LONG-TERM DEBT
<br /> General Obligation Bonds
<br /> The County issues general obligation bonds to provide funds for the acquisition and
<br /> construction of major capital facilities. These bonds have been issued by the County for the
<br /> primary government,component unit activities(see Note 14) and an improvement district.
<br /> The County's general obligation bonds are an absolute and unconditional general obligation of
<br /> the County for which its full faith and credit are pledged. The principal and interest payments
<br /> on the bonds are a first charge on the general fund of the County.
<br /> The 2010 Series B bonds were issued as bonds designated as"Recovery Zone Economic
<br /> Development Bonds"under the American Recovery and Reinvestment Act of 2009. The
<br /> County will receive a cash subsidy payment from the United States Treasury equal to 45%of
<br /> the interest payable on the Series B bonds.
