REQUEST: The Department of Public Works Engineering Division requests a Resolution authorizing the Mayor to enter into an agreement with the Peoples Advocacy for Trails Hawaii (PATH), to provide grant funds in the amount of$726,000. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): FHWA approved and issued Transportation Alternative Program (TAP) funds to the County of Hawai'i Department of Public Works, TAP-0100(086), Expansion of Hawai'i Island Bikeshare Project. This project expands the existing Hawai'i Island Bikeshare system in Kailua-Kona and Hilo. Currently there are 7 stations in Kailua-Kona and 4 stations in Hilo. The funds will be used to purchase, ship, and install approximately 15 additional stations (105 bicycles) islandwide to contribute to the expansion of the Hawai'i County system. This project improves non-driver access to public transportation and enhances mobility, improves community health and air quality, and increases environmental mitigation through the reduction of fossil fuel usage. This project will be managed by the Peoples Advocacy for Trails Hawaii (PATH), an organization that has been an advocate for multi-modal transportation and the development of interconnected bike lanes, trails, and sidewalks to provide a healthy and green alternative to automobile use. Bikeshare as a multi-modal tool is attractive, safe, comfortable, convenient, accessible, and environmentally friendly. The County's initial pilot project was launched in 2016 creating 3 stations in Kona, then expanded in 2019 creating an additional 4 stations in Kailua-Kona and 4 stations in Hilo.
