REQUEST: <br /> The Department of Public Works Engineering Division requests a Resolution authorizing the Mayor to enter <br /> into an agreement with the Peoples Advocacy for Trails Hawaii (PATH), to provide grant funds in the amount <br /> of$726,000. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> FHWA approved and issued Transportation Alternative Program (TAP) funds to the County of Hawai'i <br /> Department of Public Works, TAP-0100(086), Expansion of Hawai'i Island Bikeshare Project. <br /> This project expands the existing Hawai'i Island Bikeshare system in Kailua-Kona and Hilo. Currently there <br /> are 7 stations in Kailua-Kona and 4 stations in Hilo. The funds will be used to purchase, ship, and install <br /> approximately 15 additional stations (105 bicycles) islandwide to contribute to the expansion of the Hawai'i <br /> County system. This project improves non-driver access to public transportation and enhances mobility, <br /> improves community health and air quality, and increases environmental mitigation through the reduction of <br /> fossil fuel usage. <br /> This project will be managed by the Peoples Advocacy for Trails Hawaii (PATH), an organization that has <br /> been an advocate for multi-modal transportation and the development of interconnected bike lanes, trails, <br /> and sidewalks to provide a healthy and green alternative to automobile use. Bikeshare as a multi-modal tool <br /> is attractive, safe, comfortable, convenient, accessible, and environmentally friendly. <br /> The County's initial pilot project was launched in 2016 creating 3 stations in Kona, then expanded in 2019 <br /> creating an additional 4 stations in Kailua-Kona and 4 stations in Hilo. <br /> APR 2 8 2022 <br /> SIGNED: DATE: <br /> Department Head <br />
