<br /> Excluded is the value of exempt real property made taxable under the provisions
<br /> of Chapter 19, Article 10, Section 19-85 of the Hawaii County Code, and
<br /> excluded is the value claimed by each taxpayer who has filed an appeal plus fifty
<br /> percent of the value in dispute where appeals from the director's assessments
