REPORT OF THE COMMITTEE ON GOVERNMENTAL OPERATIONS, RELATIONS,AND ECONOMIC DEVELOPMENT DATE: May 17, 2022 Re: Comm.No. 772/Res.No. 397-22 PLACE: Council Chambers Hilo, Hawai`i TIME: 2:30 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Governmental Operations,Relations, and Economic Development,to which was referred Resolution No. 397-22, reports as follows: Resolution No. 397-22,transmitted via Communication No. 772dated April 25, 2022, introduced by Council Member Heather Kimball, was amended with the contents of Communication No. 772.1 dated May 13, 2022,requests the approval of the 2022 Hawai`i State Association of Counties (HSAC) Operating Budget, as amended. Chair Kimball introduced the resolution explaining that the HSAC Operating Budget does not vary greatly from previous budgets except for the way the National Association of Counties (NACo) dues are paid. They will now be paid for by the counties on a pro-rated share based on County population. Other small changes included a reduction in travel budget and the inclusion of HSAC's part-time employee. The vote was taken on the motion to move this measure to Council, as amended, with a favorable recommendation passed with seven"ayes"with two members absent.
