The project application(PL-REZ-2022-000015)was received by our office on February 14, 2022.The <br /> submittal included a memo to agencies,County of Hawaii Rezoning Time Extension Request,and a site plan. <br /> Project Description <br /> The applicant, Clinton Hinchcliff(landowner), is requesting a time extension, retroactive to June 2016 and for an <br /> additional five (5)years from the effective date of the rezoning amendment.with the possibility of an administrative <br /> extension. The Applicant is also requesting the deletion of Condition J relating to the prohibition of a building <br /> permit and some technical amendments to Conditions E, F, and G relating to the necessity of a recorded agreement <br /> prior to receipt of final subdivision approval, <br /> Findings <br /> The submittal indicates that the project area has not been subject to any archaeological inventory surveys (AIS). <br /> Additionally, the submittal indicates that a survey (?1971) was conducted for the adjacent Kaloko Mauka <br /> Subdivision and that no historic properties were identified. The application indicates that based on the findings of <br /> this report, COH staff recommended the approval of the rezoning(Item E)based on the absence of findings for the <br /> adjacent parcel in the 1971 report. However,due to the age of the report,the report does not meet current standards <br /> for archaeological survey work and is outside the current project area. Item K of the current application states that <br /> the applicant will comply with the ceasing of work if unanticipated archaeological remains are discovered. <br /> Additionally,the application indicates that a request for a determination was submitted in 2006 but correspondence <br /> was not found. Based on current information, this does not provide sufficient mitigation based on the absence of <br /> archaeological findings within the current project area. <br /> Determination <br /> Based on the information provided above,the SHPD has no objections to the requested time extension. <br /> However, SBTD has insufficient information to determine the potential of the any future development within the <br /> current project area to impact historic properties on parcel 008.Therefore, SHPD requests an opportunity to review <br /> any future permits involving ground disturbing activities related to proposed development of the subject parcel and <br />
