S <br /> O q <br /> COUNTYi HAWAII tSTATE OF <br /> eT�•� Ni MrtOV ip\\ HAWAII <br /> 1TE OF•NP� <br /> RESOLUTION NO. 440 22 <br /> A RESOLUTION CONDEMNING GUN VIOLENCE AND SUPPORTING <br /> STRENGTHENING GUN LAWS IN THE UNITED STATES OF AMERICA. <br /> WHEREAS, on May 24, 2022, an eighteen-year-old man walked into Robb Elementary <br /> School in Uvalde, Texas, with two legally purchased AR platform rifles and killed at least <br /> nineteen children and two adults; and <br /> WHEREAS,this heartbreaking and deplorable murder of innocent children was the <br /> 134th deadly mass shooting and the 27th school shooting so far in 2022; and <br /> WHEREAS, American children and teenagers have a fifty-seven percent higher death <br /> rate than nineteen similarly developed countries and children from fifteen through nineteen years <br /> of age are eighty-two times more likely to be shot and killed, compared to the same age range in <br /> similarly developed countries; and <br /> WHEREAS,the United States of America has the highest rate of gun related homicide in <br /> the developed world, eighteen times higher than the average rate in other developed countries <br /> with one per every twenty-five thousand people killed by gun violence; and <br /> WHEREAS, other developed countries such as Australia, South Africa,New Zealand, <br /> and England have adopted gun safety measures that have resulted in a reduction of gun related <br /> deaths; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it <br /> condemns gun violence in the state of Hawaii and across the United States of America. <br /> BE IT FURTHER RESOLVED that the Hawaii County Council proclaims its support <br /> for gun safety measures that have proven to be effective, such as a national background check <br /> mandate, a national red flag law, a national age limit at or above twenty-one years for gun <br /> purchases, restricting the sale of assault rifles and high capacity magazines, and a national <br /> prohibition of gun purchases by individuals that have recently be charged with drug and alcohol <br /> crimes, domestic violence or terroristic threatening. <br /> BE IT FURTHER RESOLVED that the Hawaii County Council strongly encourages <br /> the United States Congress to establish gun safety measures that help ensure tragedies such as <br /> the Robb Elementary School shootings do not continue to occur. <br />
