i <br /> I <br /> i <br /> ®SMtY OF H.®�Y <br /> COUNTY OF HAWAII STA'L'E OF HAWAII <br /> trF aFMpu+ <br /> ILL NO. 174 <br /> ORD <br /> INANCE NO. <br /> AN ORDINANCE TO INITIATE AN AMENDMENT TO ARTICLE VI OF THE <br /> HAWAII COUNTY CHARTER(2020 EDITION), BY ADDING A NEW CHAPTER TO <br /> ESTABLISH A DEPARTMENT OF BUILDING. <br /> BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: <br /> SECTION 1. Purpose. The Building Division is one of six divisions currently located in <br /> the Department of Public Works. This Charter Amendment proposes to move certain Building <br /> Division functions that do not pertain to County assets into the new Department of Building to be <br /> led by an individual with professional experience in the building and development trades. <br /> SECTION 2. Article VI of the Hawaii County Charter(2020 Edition), is amended by <br /> adding a new chapter to be appropriately numbered and to read as follows: <br /> "CHAPTER <br /> DEPARTMENT OF BUILDING <br /> Section . Organization. <br /> There shall be a department of building consisting of a director and the necessary <br /> staff to carry out permitting, inspection, and code enforcement. <br /> Section . Director. <br /> The director of the department of building shall be appointed by the mayor, <br /> confirmed by council, and may be removed by the mayor. The director shall have a <br /> minimum of five years of administrative experience in the building or development <br /> trades. <br /> Section . Powers,Duties, and Functions. <br /> The department of building shall: <br /> (1) Manage plans, specifications and applications for private building and <br /> construction; <br /> (2) Be responsible for the issuance of all plumbing, electrical and building <br /> permits; <br /> (3) Enforce all county ordinances related to building, construction and inspection; <br /> (4) Process sign applications and variances; and <br /> (5) Exercise other functions as prescribed by the mayor or prescribed by <br /> ordinance. <br />
