� <br /> j �♦g <br /> COUN'T'Y CSA �IAWAIII t STATE OF HAWAII <br /> �•oiNa�Oµi'\\ <br /> T,FTE DFNPd <br /> SOLU'T'ION NO. 450 22 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT INT E GEOTHERMAL RELOCATION AND <br /> COMMUNITY BENEFITS FUND TO HIRE SECURITY FOR ISAAC KEPO'OKALANI <br /> HALE BEACH PARK. <br /> WHEREAS, Chapter 2, Article 36, of the Hawaii County Code 1983 (2016 Edition, as <br /> amended), established the Geothermal Relocation and Community Benefits Program and the <br /> Geothermal Relocation and Community Benefits Fund, which are administered by the Planning <br /> Department; and <br /> WHEREAS,pursuant to Chapter 2, Article 36, Section 2-181, of the Hawaii County <br /> Code 1983 (2016 Edition, as amended), allowable expenditures for public purposes relating to <br /> the Geothermal Relocation and Community Benefits program include, but are not limited to, <br /> road improvements, water infrastructure, land acquisition,parks and recreational facility needs, <br /> civil defense, and mass transit improvements, provided that appropriations are recommended by <br /> the Planning Director and adopted by the Hawaii County Council; and <br /> WHEREAS, Isaac Kepo`okalani Hale Beach Park was partially impacted by the 2018 <br /> Kilauea Eruption and is undergoing restoration; and <br /> WHEREAS, the Kilauea Eruption Recovery Team and Council District 4 convened <br /> Pohoiki area `ohana and property owners to plan for the restoration of Isaac Kepo`okalani Hale <br /> Beach Park; and <br /> WHEREAS, the "Revitalize Pohoiki" engagement process subsequently received input <br /> from Puna-wide communities to gauge the public's main priorities and concerns regarding the <br /> restoration of the beach park; and <br /> WHEREAS, the most critical component identified for Isaac Kepo`okalani Hale Beach <br /> Park's restoration was the need for full-time security presence; and <br /> WHEREAS, the Geothermal Relocation and Community Benefits Program was designed <br /> to help fund and address the needs and concerns of the Lower Puna region; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that in <br /> accordance with Chapter 2, Article 36, Section 2-181of the Hawaii County Code 1983 (2016 <br /> Edition, as amended), and with the approval of the Planning Director,the following amount is <br /> hereby transferred and appropriated as set forth below: <br />
