COUNTY OF HAWAIII STATE OF HAWAIII <br /> RESOLUTION NO. 463 22 <br /> A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE,AND NATURAL <br /> RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO <br /> POHAHA I KA LAI. <br /> WHEREAS, Section 10-16 of the Hawaii County Charter establishes a Public Access, <br /> Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter"Maintenance <br /> Fund") "to preserve the land, promote public safety, and maintain a healthy stewardship"; and <br /> WHEREAS, Section 10-16(h) of the Charter provides that the Maintenance Fund may be <br /> used for a stewardship grant program, which allows 501(c)3 nonprofit organizations to apply for <br /> grant-in-aid project funding; and <br /> WHEREAS, P6hdhd I Ka Lani is a 501(c)3 nonprofit organization whose mission is to <br /> revitalize and advance indigenous Hawaiian culture; and <br /> WHEREAS, Pbhdba I Ka Lani submitted a Maintenance Fund stewardship grant <br /> application to continue providing land stewardship and cultural education for the Waipi'o Valley <br /> Lookout; and <br /> WHEREAS, during its September 9, 2019, meeting and pursuant to Section 2-217 of the <br /> Hawaii County Code 1983 (2016 Edition, as amended), the Public Access, Open Space, and <br /> Natural Resources Preservation Commission forwarded a positive recommendation of the project <br /> applied for by P6hdhd I Ka Lani to the Director of Parks and Recreation; and <br /> WHEREAS, Communication No. 844, as issued by the Director of the Department of <br /> Parks and Recreation on June 3, 2022, submitted for the Council's consideration nine applicants <br /> for stewardship grants for various properties that have been acquired by the County using the <br /> Public Access, Open Space, and Natural Resources Preservation Fund; and <br /> WHEREAS, after reviewing the list of applicants the Director of the Department of <br /> Parks and Recreation became aware of that they inadvertently omitted P6hdhd I Ka Lani then <br /> issued Communication No. 884.1 to the Council on June 27, 2022,recommending that P6hdhd I <br /> Ka Lani will be able to complete its project in accordance with the project description submitted <br /> and in strict adherence to the conditions governing the Public Access, Open Space, and Natural <br /> Resources Preservation Maintenance Fund; and <br /> WHEREAS, the Council finds that awarding a stewardship grant to P6hdhd I Ka Lam to <br /> allow it to reduce invasive species,propagate native plants, educate users about the area's history <br /> and culture, and create a"Hawaiian Preservation Buffer and Learning Zone"will provide the <br /> benefits as described in Section 10-16 and further will benefit the community at large by <br /> demonstrating that maintenance fund monies can be utilized to "preserve that land, promote <br /> public safety, and maintain a healthy stewardship" of those properties that have been acquired <br /> using Public Access, Open Space, and Natural Resources Preservation funding; and <br />
