Kunz, Housing Administrator <br /> FROM: Department of Public Works, Engineering Division <br /> SUBJECT: HALE OLA O MOHOULI AFFORDABLE HOUSING PROJECT <br /> HAWAII ISLAND COMMUNITY DEVELOPMENT CORPORATION <br /> (HICDC) EXEMPTION REQUEST FOR AFFORDABLE HOUSING IN <br /> HILO, HAWAII <br /> TM K: 2-4-001:168 <br /> The following comments supersedes our comments dated 10/26/21, 11/15/21 and 1/20/22: <br /> 1. All earthwork activities including grading, grubbing, and stockpiling shall conform to <br /> Chapter 10, Erosion and Sedimentary Control, of the Hawaii County Code. <br /> 2. The Zoning Map (Ordinance No. 187) classifies Mohouli Street as a secondary arterial <br /> with an existing right-of-way of 80 feet. To preserve the functional classification, we <br /> recommend marginal (limited) access, at most. <br /> 3. All driveway connections and construction within Mohouli St. Right-of-Way shall conform <br /> to Chapter 22, County Streets, of the Hawaii County Code. Access to Mohouli St., <br /> including the provision of adequate sight distances, shall meet with the approval of the <br /> Department of Public Works (DPW). <br /> 4. All development-generated runoff shall be disposed of on site and not directed toward any <br /> adjacent properties. A drainage study shall be prepared, and the recommended drainage <br /> system shall be constructed meeting the approval of the Department of Public Works. <br /> 5. The subject parcel is in an area designated as Zone X on the Flood Insurance Rate Map <br /> (FIRM) by the Federal Emergency Management Agency (FEMA). Zone X is an area <br /> determined to be outside the 500-year floodplain. <br /> 6. On or around November 7, 2013, the developer donated a DPW-determined proportionate <br /> share amount of$500,000 for the design and construction of a traffic signal at the Mohouli <br /> St at Kupuna PI intersection. Development of this traffic signal shall commence when the <br /> signal is warranted as determined by DPW.
