Hale Ola O Mohouli Affordable Residential Development <br /> Transportation Impact Assessment Report <br /> 2.5 Transportation Conditions <br /> 2.5.1 Volume Data Collection and Adjustment <br /> Due potentially atypical conditions due to COVID-19 related restrictions, alternative <br /> methods for establishing base condition traffic volumes were used. <br /> Base traffic turning movement volumes at the Mohouli Street/Komohana Street and the <br /> Mohouli Street/Kukuau Street intersections were obtained from the Traffic Impact <br /> Analysis Report for Hawaii Island Community Development Corporation Mohouli Heights <br /> Senior Neighborhood Prosect, September 2011. <br /> Vehicular turning movement, bicycle, and pedestrian counts were conducted at the <br /> Mohouli Street/Kupuna Place intersection. These counts were conducted for the AM and <br /> PM peak periods on Tuesday, October 20, 2020 and Wednesday, October 21, 2020 <br /> from 6:00 AM to 8:30 AM for the AM peak period and 3:15 PM to 5:30 PM for the PM <br /> peak period. <br /> State of Hawaii Department of Transportation (HDOT) link traffic volumes on Mohouli <br /> Street and on Komohana Street for years 2016, 2017, 2018, and 2019 were obtained <br /> and used to adjust the traffic turning movement counts to an estimate of what the base <br /> traffic volumes would be without the effects of COVID-19. These HDOT counts were <br /> also used to help estimate future ambient traffic growth rates. <br /> Figure 12 summarizes the adjusted Year 2020 peak hour traffic turning movement <br /> volumes at the Mohouli Street/Komohana Street, the Mohouli Street/Kupuna Place, and <br /> the Mohouli Street/Kukuau Street intersections. The weekday AM peak hour was <br /> estimated to occur from 7:00 AM to 8:00 AM and the PM peak hour was determined to <br /> occur from 3:15 PM to 4:15 PM. <br /> The traffic count summary sheets from the 2011 study, the recently counted Mohouli <br /> Street/Kupuna Place intersection, and the HDOT counts are included in Appendix A. <br /> A=COM 11 November 2020 <br />
