REQUEST: <br /> The Department of Public Works Engineering Division requests a Resolution authorizing the Mayor to enter <br /> into an agreement with PATH People for Active Transportation Hawai'i (PATH), to provide TAP grant funds <br /> in the amount of$907,500. <br /> To expedite the ability to enter into an agreement, we request to waive the Finance Committee meeting and <br /> be placed on the August 17, 2022 Council meeting agenda. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED: <br /> FHWA approved and issued Transportation Alternative Program (TAP)funds to the County of Hawai'i <br /> Department of Public Works, TAP-0100(086), Expansion of Hawai'i Island Bikeshare Project. <br /> This project will be managed by the PATH People for Active Transportation Hawai'i (PATH), an organization <br /> that has been an advocate for multi-modal transportation and the development of interconnected bike lanes, <br /> trails, and sidewalks to provide a healthy and green alternative to automobile use. Bikeshare as a multi- <br /> modal tool is attractive, safe, comfortable, convenient, accessible, and environmentally friendly. <br /> The County's initial pilot project was launched in 2016 creating 3 stations in Kona, then expanded in 2019 <br /> creating an additional 4 stations in Kailua-Kona and 4 stations in Hilo. The project will again expand to add <br /> another 15 stations islandwide. <br /> We previously requested this authorization on Reso 410-22 however recently learned that the non-profit <br /> executed a Name Change with the Department of Commerce and Consumer Affairs. <br /> SIGNED: <br /> DATE: JUL <br /> Department Head <br />
