<br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
<br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
<br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO VIBRANT HAWAII
<br /> TO ASSIST WITH EXPENSES FOR ITS MAKAHIKI EVENTS IN HILO, PUNA, KA`U,
<br /> KONA, AND KOHALA.
<br /> WHEREAS, Vibrant Hawaii is a 501(c)(3) nonprofit organization that brings
<br /> community-based organizations, government, foundations, and businesses together to build
<br /> awareness and implement strategies that are developed and resourced by the community; and
<br /> WHEREAS, Makahiki is marked by the rise of the constellation Makali`i (Pleiades) in
<br /> early November in which land districts traditionally aspired to produce and share their harvest in
<br /> recognition of Hawai`i's abundance, deep connections to place, and investment in social
<br /> cohesion; and
<br /> WHEREAS, Vibrant Hawaii aims to restore the ancestral practices of Makahiki, in
<br /> today's modern context, to include year-end reflection, celebration, resource inventory, data
<br /> analysis, forecasting, and strategic planning; and
<br /> WHEREAS, Vibrant Hawaii has over 35 Resilience Hubs around Hawaii Island that
<br /> are powered by adaptive leaders in the communities with the knowledge and skill sets to plan
<br /> and host public Makahiki events in the districts of Hilo, Puna, Ka`fi, Kona, and Kohala; and
<br /> WHEREAS, Vibrant Hawaii is requesting funds to assist with expenses for event
<br /> supplies (signs/banners, office supplies, printing, etc.), safety and sanitation supplies and
<br /> equipment, youth training workshops, awards for youth showcases, emergency preparation kits,
<br /> and special event insurance; and
<br /> WHEREAS, the Department of Parks and Recreation provides and facilitates a wide
<br /> variety of services to meet the needs of the community while maintaining the cultural uniqueness
<br /> of our rich heritage, diversity, and the aloha spirit; and
<br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
<br /> Contingency Relief funds shall be transferred to an accepting County department/agency via
<br /> resolution identifying the nonprofit organization and the specific program, project, event, activity,
<br /> service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
<br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
<br /> Contingency Relief funds from Council District 3 will be appropriated to the Department of
<br /> Parks and Recreation to provide a grant to Vibrant Hawaii to plan and host Makahiki events in
<br /> the districts of Hilo, Puna, Ka`u, Kona, and Kohala.
