public participation will be achieved through the hearings <br /> on this request as well as notification through the posting <br /> of a sign and notices to surrounding property owners. <br /> The proposed development is consistent with the County <br /> General Plan, Kona Community Development Plan, and other <br /> appropriate regulatory tools, such as the Zoning Code. <br /> G. State Land Use Urban Standards <br /> As the requested area covers less than fifteen (15) acres, the <br /> County can process the request. Pursuant to the Planning <br /> Commission Rule No. 13, the request must meet certain standards. <br /> These standards and their justification follow: <br /> 1. Conformity to the General Plan <br /> The project's relationship and conformity are demonstrated <br /> in Chapter IX A and B above. <br /> 2. Relationship to State Land Use Urban District Standards <br /> The State Land Use Commission's Rules provide the <br /> standards for determining the Urban district boundaries <br /> (Section 15-15-18). Their relationships to this request are <br /> noted as follows: <br /> a. "City-Like" Characteristics <br /> A concentration of people, structures, streets, and <br /> rural/urban level of services characterize this area. <br /> There are residences in this area; commercial uses <br /> less than 500 feet of the property; and the County's <br /> Civic Center complex less than a mile to the south. <br /> b. Factors of Urban Characteristics <br /> The site is proximate to centers of trading and <br /> employment. It is within an area where there are <br /> existing commercial and residential uses. It is also • <br /> adjacent to a major residential subdivision. <br /> All of the related urban amenities and services such <br /> as school, parks, and protective services are also <br /> located less than a mile from the site.
