According to the applicant, the proposed change of <br /> zone will help address the need for greater diversity of housing choices in the Kona area <br /> by creating additional fee simple lots to serve as housing while providing opportunities <br /> for diverse small-scale farming. Based on agency comments from Department of Public <br /> Works and the need for road connectivity to adjacent developments,the Planning <br /> Department requested that the Applicant provide a revised site plan. <br /> 3. Project Timetable and Cost: The applicant hopes to begin the subdivision process <br /> immediately following approval of the proposed change of zone, with the intention of <br /> securing final subdivision approval in early 2023. The estimated cost of improvements <br /> for this project is approximately$500,000. <br /> 4. According to <br /> letters from the Planning Director dated February 25, 2010 and May 23, 2013, the entire <br /> site was determined to be situated within the Urban Expansion designation, which allows <br /> for a mix of high density, medium density, low density, industrial, industrial-commercial <br /> and/or open designation in areas where new settlements may be desirable, but where the <br /> specific settlement pattern and mix of uses have not yet been determined. <br /> 8. County Zoning: Agricultural-5 acres (A-5a). <br /> 9. Kona Community Development Plan (KCDP): The KCDP was adopted by Ordinance <br /> No. 08-131, which became effective on September 25, 2008.
