Planning C'onttnission with a concurrent change of zone application shall be the effective only <br /> xwhen the chane of zone ordinance becomes effective. The preceding shall be added as a <br /> condition of approval. <br /> The proposed development substantially conforms to the General Plan, any adapted <br /> community development plait or adopted master- plan and, if applicable, any adopted <br /> design guidelines and/ or standards affecting the project area. The General Plan is intended <br /> to be used as a policy guide for the coordinated growth and dei elopnnent of all sectors of the <br /> County.
