Policies <br /> o Appropriately zoned lands shall be allocated as the demand for <br /> multiple residential dwellings increases. These areas shall be <br /> allocated with respect to places of employment, shopping <br /> facilities, educational, recreational and cultural facilities, and <br /> public facilities and utilities. <br /> Standards <br /> o Areas shall be protected from incompatible uses by transition <br /> zones. <br /> o Provide adequate access to arterial streets, shopping facilities, <br /> schools, employment centers, and other services. <br /> O Development shall not be permitted in natural hazard areas <br /> unless proper on-site improvements are provided. <br /> o Development shall be located in areas where public utilities can <br /> be economically provided at a level of adequate to meet the <br /> demand for the concentrated service. <br /> Discussion <br /> The requested RS-15 zoning is consistent with the goals, policies, and <br /> standards of the General Plan document. For one, it will provide <br /> limited short-term economic opportunities largely through the <br /> construction of any improvements required for the residential <br /> development. Relatedly, longer-term opportunities could be created <br /> largely in providing the social support (housing) needed to sustain a <br /> strong economy. Furthermore, the project should add sustained <br /> revenues to the County and State coffers. <br /> The project intends to be energy conscious through the use and/or <br /> encouragement of solar energy and design features to take advantage <br /> of wind patterns. <br /> Maintaining and improving the quality of the environment is important <br /> to the success of this project. The General Plan identifies five (5) <br /> areas of environmental concerns - air pollution, water quality, soil <br /> pollution, solid waste disposal, and noise pollution. As proposed, the <br /> project would not be violative of any of those objectives. <br /> Aside from vehicular transmission, air pollution associated with the <br /> project should be negligible. All wastewater systems would he <br /> disposed off in a State approved septic system. This should be <br /> 12 <br />
